The terms of reference of the SOEs Expert Group was adopted at ExCom 12 (October 2020). The Executive Committee launched the SOEs Expert Group, comprising 10 to 18 technical experts and representatives of constituted bodies, in 2020.

Ruben BASANTES Associate Professor, Universidad Regional Amazónica Ikiam Ruben Basantes’ research focuses on understanding climate through glacier response in the Andes region. He also studies the Amazonian influence on the behavior of glaciers in the inner tropics. Ruben collaborates with the GLACIOCLIM monitoring program (France), the research teams of INAIGEM (Peru), and UMSA (Bolivia). |

She is a geographer who has been facilitating community-based development and adaptation for the past 20 years whilst also engaging in policy-related research and discourse both in South Africa and internationally. |

Albert SALAMANCA Senior Research Fellow, Stockholm Environment Institute Albert Salamanca is a Senior Research Fellow at the Stockholm Environment Institute’s Asia Centre where he leads the Climate Change, Disasters and Development cluster. He has over 15 years of experience working on climate change adaptation, natural resources management, conservation, development, and sustainable livelihoods issues in several countries in Southeast Asia. |

Akhilesh SURJAN Associate Professor, Charles Darwin University Dr Surjan was a Lead Author of the IPCC Fifth Assessment Report and Contributing Author of the UN Global Assessment Report on Disaster Risk Reduction. Under UNDP's Disaster Risk Management Program, he also facilitated mainstreaming of community-based disaster preparedness concepts in the Indian Government's policy, planning and implementation. |

Jerome ILAGAN Executive Committee of the Warsaw International Mechanism for Loss and Damage Jerome Ilagan represents the Philippines in climate negotiations and is the Focal Point on Loss and Damage matters. He shepherds the implementation of Philippine NDC and the development of the Philippine NAP while heading the Secretariat of the Climate Change Commission’s National Panel of Technical Experts. Dr. Ilagan also steers the implementation of the National Climate Risk Management Framework. |

Malcolm RIDOUT Executive Committee of the Warsaw International Mechanism for Loss and Damage Malcolm Ridout is responsible for Adaptation and Loss and Damage climate negotiations for the incoming UK presidency of the UNFCCC. He is also a technical adviser for the UK’s International Development department on livelihoods and climate change. Previously, he worked with NGOs and the UN, leading the development and humanitarian relief programmes in Africa and Asia. |
