SBI Chair Lobby

The work of the Subsidiary Body for Implementation (SBI) is at the core of all issues related to the implementation of the Convention, the Kyoto Protocol and the Paris Agreement. Its agenda is shaped around transparency, mitigation, adaptation, finance, technology and capacity-building.

The focus of SBI is on finding the best way for Parties to provide relevant guidance on stronger action on the ground while making the best use of the increasing role of the specialized bodies and institutions that have been created under the UNFCCC in the past 10 years to deal with the relevant issues. Marianne Karlsen

Marianne Karlsen (Norway), elected Chair of the SBI at COP 25 in Madrid, with a 2-year mandate, brings with her 20 years of experience in the public sector. In the UNFCCC process she has been Co-Chair of the Adaptation Committee and lead negotiator on mitigation, adaptation and loss and damage.

Mother of two, Marianne is very engaged in showing them the importance of addressing climate change through everyday sustainable actions they can take. She charges her batteries in the Norwegian mountains, where she enjoys Nordic skiing.

Main work of the SBI in 2021

While the COVID-19 crisis continues to require efforts of governments and other stakeholders to ensure people’s health and well-being, the urgency of addressing climate change remains.

Despite the challenges and uncertainties in 2020, momentum in the UNFCCC process has been maintained: at the June Momentum, and the Climate Dialogues in November/December 2020, the Chair of the SBI and the Chair of the Subsidiary Body for Scientific and Technological Advice, Tosi Mpanu Mpanu, helped to maximize progress and minimize delays in the work of their bodies by hosting a series of technical events and consultations.

In 2021, the SBI will continue to contribute to a robust framework for implementation of the Convention, the Kyoto Protocol and the Paris Agreement. Advancing work under the SBI prior to the November 2021 session is crucial to an ambitious and successful outcome of COP 26. The current workload of the SBI and the importance of all aspects of its work cannot be overstated, as visible from the list of mandates. The SBI will need to work on all issues that were to be addressed in 2020 - at SBI 52 and 53 - in addition to those mandated to the SBI for 2021, for SBI 54 and 55.

The Bureau, at its meeting on 25 February, requested the presiding officers to make available a plan of upcoming activities in preparation for a successful COP 26 in November 2021. Following this guidance, the SBI Chair is convening, in a virtual format, a series of activities, including informal consultations, technical expert meetings and other events presented below.

Please note that the list of planned activities and related schedule are tentative and in Central European Time (CET) or Central European Summer Time (CEST). Detailed information on how to register will be provided in due time.

1st Workshop on ACE – Details: The first workshop will enable a technical discussion on possible structure and time frame for future work to enhance ACE implementation.

The workshop will focus on existing UNFCCC work programmes under the Convention to explore potential elements that could be applied or adapted to refine the structure of the successor ACE work programme.

2nd Workshop on ACE – Details: The second workshop will enable a technical discussion on how voluntary guidelines could be utilized to foster monitoring, evaluation and reporting of ACE activities.

Existing voluntary guidelines under the Convention will be presented to allow for an exchange of views and ideas about how and what voluntary guidance or tools may be useful to foster ACE implementation at the national and international levels.

3rd Workshop on ACE – Details: The third workshop will continue the technical discussion on financial support that is available for ACE implementation.

Additional experiences at different levels will be presented and Parties and observers will have the opportunity to ask questions and explore what activities or action under the successor ACE work programme may add value to existing or foster new financial support.
